REFRESH_TABLE_DISPLAY is a public method in CL_GUI_ALV_GRID .

Is your local class is also related to ALV? If yes, then try inheriting it from CL_GUI_ALV_GRID as a parent class. Then, you can access REFRESH_TABLE_DISPLAY by the instance of your local class.

Else, try getting instance of CL_GUI_ALV_GRID where you want to access REFRESH_TABLE_DISPLAY. This is a public method , hence can be accessed from anywhere.
