CDHDR table not getting updated for WBS

Hello All,

Can someone assist me in knowing why is CDHDR table not getting updated for Person responsible field in WBS when the system status for WBS is CRTD, In few cases it updates when the Status is CRTD. Can someone help me in understanding the system behaviour.
