According to PC World, "SQL Anywhere 17 is available" but it is unclear if the SAP Store link in the article points to V16 or V17, and no mention is made of the Developer Edition.

If you already have a copy of Adaptive Server Anywhere 9, you can just start using your database file with it.

Did you create a brand new ODBC DSN for the SQL Anywhere 17 database? The ODBC client software for SQL Anywhere 5.5 involved a nasty component called dbclient.exe which absolutely is not the right thing to use with SQL Anywhere 17.

FYI I just installed PowerBuilder 8 (couldn't find PB9) and successfully created a new DataWindow based on a table in a SQL Anywhere 17 database, and previewed the data in the DataWindow painter... ...so if you can describe your symptom, I might be...

If the developer created the database file from scratch, that developer should re-create the database from scratch using the SQL Anywhere 17 Developers Edition. Some work may (or may not) be required to get the PowerBuilder 9 IDE to work with...
