You are not authorized to make changes (authorization object S_ABPLNGVS)

Hi experts! 

I created (or better) copied an interface from z-namespace to customer-namespace in BTP ABAP Environment.

I cannot activate or delete the object and get an error message "You are not authorized to make changes (authorization object S_ABPLNGVS)". I checked also note https://userapps.support.sap.com/sap/support/knowledge/en/3303363. I have all write permissions and the ABAP Language is "ABAP for Cloud Development". I can see that the Transport Request is "Local".

This is wrong and may cause the problem. When checking the correct TR, I can see the object

Does anyone know, how to solve this issue?
