XSUAA apiaccess in multi tenancy mode

I have a multi tenant application . My requirement is to get the list of users of subscribing sub accounts using xsuaa apiaccess plan. I have been successful getting the list of users from provider sub account (as it has cloud foundry enabled ) . To create apiaccess , I need to have cloud foundry enabled in subscribing sub accounts , which is not the case . I am unable to make the xsuaa instance tenant aware

Maybe with the Subscriber tenant onboarding using Terraform you can get CF activation and apiaccess destination creation automated.

gregorw I will have a look, thanks for that. But I do not want to enable CF in subscriber sub accounts . Though it does not incur any cost . It defeats the purpose of multi tenancy I believe

sorry @gregorw I did not find a solution for this. We are using Cloud Identity services and I am getting the list of users from there.
