I did the following settings. But when I create in ME51N a PR no Workflow is triggered.

Hi,

Have you looked at the Event Log for the time that the PR was created? Transaction SWEL, object type BUS2009, event RELEASESTEPCREATED.

Otherwise, I'd take a look at SM58, ST22, and maybe try testing your workflow template from SWDD.
