Why I need a API KEY to start a Workflow Instance in Shared Enviroment ?

Hi, I have two enviroment in my actual SBPA. 

One for DEV (Public) and other for QAS (Shared).

When I start a Process in Public environment, with an API call. Does Not necessary inform an API KEY.

And the process is created.

When I try to created the same Process, but in the shared enviroment. Occurs an error: "

ApiKey property (irpa-api-key) was not found in request header or body."

If I send an API KEY, with the same call in the Shared enviroment. No error occurs and the process was created.

Is this obligatory for Shared environments, always i need to inform an API Key to create a Process?
