Why can't I configure Generative AI Hub in AI Launch pad?

Hi, I am following the Developer mission below for setting SAP Gen AI hub in the AI launchpad. However, I can't enable my pre-requisite service plans for AI core (Extended) and AI launchpad (Standard). I can configure AI launchpad with Free tier plan only.

I am using Pay as You go BTP account and Free tier plan for AI launchpad to configure this, but not sure this can be achieved only with Enterprise accounts. Can you please suggest on how to enable Gen AI in Launchpad?

I have learned that there is no free tier option for Gen AI hub services. So, with the service plans below it will work and charges apply accordingly. 

 AI core (Extended) and  AI launchpad (Standard)

To enable GenAI in AI Launchpad after subscription, you can follow the below steps provided in link

I think the url you provided as same as Developer tutorials mission that I posted in my original question. I can't configure the Generative AI in the AI launchpad, I guess due to missing required service plan. But I Would like to know if there is any alternative to set up Gen AI.

As per this github url, it has mentioned this below note.

Note: Your can only call AI Core deployments, which you have successfully created before you start Jupyter Notebook. Restart Jupyter Notebook, if you made any changes to deployments in between.

Note: This will only work, if you have already configured and deployed the gpt-35-turbo model in your Generative AI Hub!

So, it means that we are expected to enable Generative AI Hub before we use this mentioned repo. However, the query was related to how to enable Generative AI Hub firsthand.
