What are the security roles needed for Solution Content Activation (Data Migration)?

Our Basis consultant is doing Solution Content Activation (Data Migration) with SAP_ALL and SAP_NEW in his user ID. But system is showing an error "SAP recommends using specific roles instead of profiles SAP_ALL"

I have assigned all the roles according to Secure Configuration Guide-SAP Solution Manager 7.2 SPS 5, but no result. What are the specific roles needed?
