WebGUI: 503 Service Not Available / Tenant runlevel stopped

Hello,

we have migrated our old APO to a new OS and updated to APO SCM 7.0 EHP 4 with Live Cache.

If i try to access the WebGUI, via http (port 8000) and as well via https (port 8001), i got a ""Application Server Error" HTML Error 

503 Service Not Available

Tenant runlevel stopped

To enable WebGUI i have set Parameters for Ports pointing to https/8001 and http/8000 and restarted the server. Access to that ports is fine.

Then i have followed that manual

Could someone point me to where the problem is coming from? What "Tenant" is the error message pointing to?

It was a "real" timeout. After adding ",TIMEOUT=120,PROCTIMEOUT=600" to the icm-ports, after 75seconds (i stopped it) the Logon Screen appeared. Just 10seconds that cost me nearly a day. Well, next time ....
