WebGUI: 503 Service Not Available / Tenant runlevel stopped

Hello,

we have migrated our old APO to a new OS and updated to APO SCM 7.0 EHP 4 with Live Cache.

If i try to access the WebGUI, via http (port 8000) and as well via https (port 8001), i got a ""Application Server Error" HTML Error 

503 Service Not Available

Tenant runlevel stopped

To enable WebGUI i have set Parameters for Ports pointing to https/8001 and http/8000 and restarted the server. Access to that ports is fine.

Then i have followed that manual

Could someone point me to where the problem is coming from? What "Tenant" is the error message pointing to?

I#ll went through different manuals and checked everything double times.

It had used a port that was probably already used. Now i changed to another port and now the icf service entries show as activated i can now acess via webbrowser, resulting after some minutes in a another error.

500 Connection timed out

While connecting from browser to the Server, i see the connection state

Does that means the server got the request and just needs much to long top answer? So that 60s timeout to display the Login-Screen is just to short?

I thought i could be impossible that the Timeout error is just really a timeout, cause it's just to display the login screen?
