I need to know if it's possible to work with Crystal Reports 2008 files in Visual Studio 2022.

Always use the latest SP available, right now it's SP 36, they are full builds so to take advantage of the latest supported platforms and security updates you need to update each time, roughly twice a year...

To get Crystal Reports 2020 to verify your reports and data sources you can update Crystal Reports designer from here:

The reason to update your RPT files is because the Reports do keep the database info within the file and that can cause connectivity issue with updated releases.
Note: the only way to update the Report version is to edit the reports in CR Designer or CR for VS Embedded Designer.
