Unable to create Service Key for AI Core Instance

I am trying to create Service Key for the AI Core instance. But I am getting this error:
"Couldn't create service key 'DevAI_Key'. Please view details for more information.
You are not authorized to perform the requested action."

I am unable to figure out which authorization is missing. I have 28 Role Collections assigned to my name and there is nothing else to assign. So, what am I missing here?

The error was misleading as it says ".. not authorized..". So, I was looking at Roles and Role Collections.

Found the solution: The user trying to create the Service Key must be a member of that Development Space with "Space Developer" Space Role assigned.
