translation of catalog in SAP fiori don' work

Dear experts:

I followed the steps (Translating Tiles, Catalogs, and Groups in the Customizing Layer (sap.com)to translate the catalog in SAP fiori into Chinese (ZH)and I found the record in the table WDY_CONF_USERT(Please see my below picture.)

I create a new account and assign the roles but the catalog still display English version.

I need the catalog to display Chinese when I log on SAP when I choose ZH for my logon language.
