Top level Users Admin set to no access how can reset

The Administrator at the Top level for users is set to no access - how can it reset it back  I can't add users 

boe 4.3 sp 3 sp 6 Windows 2022 server sql19 server for database

can you add Principals to Top-Level Security?

No only at the group level. I can add a group not any user I see assign security but everything is greyed out. I can only cancel not apply or ok
