Tcode 4KE2 not accessible in Quality system Q01

For the last 6 years in Quality system, we were using Tcodes 4KE1 and 4KE2 without Client Open activity, but now it is asking for Client Open. But when we are using the Tcode 4KE2 in Production system with FF id it is not asking for Client Open Activity.  The same issue is also happening for Tcodes OB52 and OB08 where it is asking for Client Open activity in Quality system
