To analyze the issue:
A complete upgrade means, SBP and parameter are adpated for 19c. => I suppose this is done.
So please share:
1, in st03n, it shows database slow or sap abap slow?
2. if it is database slow, what wait event is high?
3. or can you share awr report?
4. if there is particular sql(s) slow, then please share, we can try to tune
Or you can book a TPPO service from SAP sales/tqm to do some performance tuning.
