Unfortunately, I don't have permission to download it either. Old SWPM (Software Provisioning Manager) versions are typically archived and may not be directly accessible due to SAP's "End of Maintenance" policies. In such cases, you can contact SAP Customer Support to request a specific version. Who to contact... If issues persist after performing the above, create a case for XX-SER-FORME and detail which items you performed (above). It is helpful to include your S-user ID and Password (or UID password) in the secure area of the case according to KBA 1773689 so SAP can simulate the download issue.
