"If end-user use in-place upgrading from SP25 or previous version, after upgrading, they must repair the installation in Control Panel / Programs. Otherwise the ADO.Net databae connection will NOT work."
What does it really mean?
Do my customers who using my current application with SP21-SP24 have to make a repair install if they upgrade to SP26? I am currently doing an upgrade in my application that includes SP26 and will use InstallShield/Advanced Installer with your MergeModuleSP26 to deploy my system. It just can't be true that they must do an repair-installation after the newly installed/uppgraded application. Right?

Destroying a fully functioning installation is completely incomprehensible to me. You are happy to say to R&D that it is the most idiotic solution I have seen. Who will even think of doing this just because a DLL doesn't happen to have the correct version number when the consequences are known?
If we developers get to try a little to get CRVS up and running, it's ok, but dropping this on end users is definitely NOT OK. We supply software that is certified by, among others, pharmaceutical companies. The companies together with others will not approve this.
I have been using Crystal Reports for 15 years but unless this is reparied I am afraid that this is the end of Crystal Reports in our software. I don't want it to have to go that far as it will bring lots of extra jobs for my company. I also imagine that many other companies using CRVS are starting to think the same. Therefore, I beg you Don to talk to R&D and ask them to fix the installation so that no end users are affected.

PS. Also tried uninstalling via Advanced Installer before installing the new upgrade without the desired result. Everything is uninstalled but the installation must be repaired in any case.
