How will it work in public cloud for single sign on function? Any setting to be adopted in CBC to enable SSO?

SAP S/4HANA Cloud Public Edition, including its CBC, has its own Cloud Identity Services to control access. As far as how to configure SSO, you can refer to https://help.sap.com/docs/cloud-identity-services/cloud-identity-services/auth-idp-enable-idp-initia... and other related documentation.
By the way, CBC is for customer business scenario configurations, not for authorization related work.
