SEN on prem fails create project with "now write permission"

Hello,

We run SEN on prem (older version).

1 producer user goes to create a project in a group.  goes to group and right clicks, chooses new project.
They get an error message that starts with "no write permission"

backstory, seems their password had expired, went to manager, reset the password, checked, they are standard author there, have worked in the workarea before.

notified them of the password, they connected to manager in producer, did a synch.

still same error.

Asked them to reboot workstation, retry, same error.

Any thoughts/items for me to check?

Wouldn't the 'no write permission' error be triggered if someone else has it checked out for editing? (IDK, on-prem isn't my strong suit...).
