I was facing same issue, a trick worked for me, right click on SAP logon icon, change compatibility settings for DPI, here "override high DPI scaling" by system..

the workaround proposed above is not the real solution.
The cause of this issue and the solution are described in SAP Note 2767962.
Background: The application sets the height of the splitter cells used here (often for a toolbar control) in pixels. SAP GUI cannot know whether this value has already been scaled according to font or DPI settings so we have to use this value. Unfortunately some applications are not scaling the size / height correctly or at all. This leads to these issues.
Solution: Application code needs to be adjusted.
By the way: These issues also occur in Belize theme with 100% scaling, because of a change in line height in Belize. In any case the application needs to be adjusted.
