Hi
After updating the paatches I cannot modify any programs in SE38 .It gives message
SAP System has status 'not modifiable'
Choose 'Display object' or 'Cancel'
Pls help .What should I do I think the basis people didnt complete the patch installion or all ids in the particular client is locked (888 client).

The issue can be resolved through by
Go to SE06 -> System Change option -> edit
and there you make modifiable

Sebastien has given the correct solution. I would just elaborate on it.
In SCC4 make sure you the following customizing:
Changes and Transports for client specific objects
1. Automatic recording of changes.It will make sure that every time you make a change it is recorded in a transport request. You can choose the option Changes without automatic recording if you don't want transport requests. Make sure the option NO changes allowed is not chosen.
Client independent objects
2. Choose option changes to Repository and cross-client customizng objects.
However even after this you will get error. To rectify it got to transaction SE06. Choose push buttonSystem change option.
Make customer Customer developments as well as local developments modiifiable as well. You can also have customer name range and General SAP name range modifiable.
I hope this will solve the issue for you.

you should check client configuration in transaction SCC4, and system configuration in transaction SE06.
