Dear Experts,
I have a question we are using solman system as PRD and development. So i am sure that SAP charges for software support of solman but do sap also charges for the user created in solman PRD as Dialog users. Is it mandatory that i need to manage license for Users in Solman PRD as well.

Yes, your dialog users in your productive SolMan system do get counted for license measurement. However, assuming those same users also exist in the rest of your SAP landscape, for instance as professional users in your ERP system, then when you combine systems for the license measurement they will only be counted once, not twice. I.e., if user A is a Professional in ECC and also a Professional in SolMan, that user counts as just one Professional, not two.

Ultimately, it depends upon your organization's license contract, as every contract is individually negotiated, and thus it could be different. However, typically, yes, as long as SolMan and ECC are registered under the same Customer Number, and the users can be matched as being the same person in each system (usually by having the same User ID, but it's also possible to match them via other attributes, such as a common email address, etc), then this will be true. Each user will be counted only once, and for whatever the "highest" license type is that they consume.
For example, if you have a user, PNAGAR, that exists in an ECC production system as a Professional user, but you also exist in an SRM system under the same Customer Number as an Employee user, as well as in your SolMan system as, again, a Professional user, then all three "users" will be combined in SLAW2 (in your SolMan system) to become a single user counted as a Professional.
