We are going to migrate SAP HANA DB to Oracle 19C.

From where we can install this Oracle 19C software. ( Oracle website or SAP) ?
What Best practices are there?

Oracle Database software, and Installation details are available at Oracle Web Site. Installation is simple and straightforward.

How to transfer the data from Hana to Oracle is the question. Is any best practices?

We expect our customers to use the Software provided by SAP to install.

Please download the installation DVD from Marketplace, provided under SAP Software Download Center.

About the Best Practices, please use the Community for your own advantage and also ask the HANA department. At the Oracle area we don't have such documents available. Such a thing must be provided by the HANA team as that is the source DB.

=> Sorry, not clearly understand your requirement. If you are running SAP prodution on top of oracle, then need to download Oracle from SAP website. Aren't you able to find the installation media in service.sap.com/swdc?
