Can SAP CPI-DS be used to connect 2 cloud platform, i.e., in my case I'm trying to establish connectivity between a sql database hosted on cloud and SAP IBP. Is this possible? Or is it always the connectivity should be between an on-premise system and a cloud platform?
Request clarification before answering.
By SQL database do you mean Azure? If so then yes this should be fine, there is nothing stopping you from read/write to IBP and MSSQL in the same job. CPI-DS supports Azure PaaS & Azure VM.
If not MSSQL, what database type? There could be roadblocks if you are using HANA in the cloud and trying to read/load IBP.

If SQL Server is on AWS, I think you will need to select 'On Premise' in the datastore settings for MSSQL database. Even though it is 'cloud' due to being on AWS, it is not Azure so select 'On Premise'.
There should still be no problem connecting with this and IBP. You can refer to page 10 in the PAM to see which source/target combinations are supported. Could you please elaborate on this?
We are planning to move an existing IBP integration from onPrem BW NetWeaver 7.4 into BW4HANA 2.x on Azure.
I cannot find any documentation on this system setup.
From the PAM you are refering to it is not possible to connect "HANA Cloud Database or Applications"(IBP) with "HANA Cloud Database or Applications"

The idea behind that comment is as you identified, IBP to SAP Cloud Platform HANA is not supported, the system will not allow those connections to occur. I think if your BW4HANA is on Azure (rather than SAP Cloud Platform) we would consider it 'on-prem' for the purposes of the matrix in the PAM.
From IBP to On Prem BW, you should be able to use BW Target datastore.
