Hello,

Any user can become an Administrator in SAP Cloud ALM by an existing Administrator assigning the role collection "Cross Global Administrator"

Please refer to REquired Setup for SAP Cloud ALM > Step 2

Optionally it can be done from SAP BTP in the SAP Cloud ALM Subaccount under Security > Users and the entry for the Custom IAS. The same role collection can be added to the user there.
