SAP Cloud ALM - new user can't logon to activate

What could i be missing? 

  • User is created in IAS and verified to be there.
  • We have SSO using Entra/azure AD.
  • connection between ALM and IAS is as was setup initially during provisioning.
  • Create the user in ALM and assign roles
  • Email sent to user with inivitation URL
  • user clicks on url and then gets standard logon screen (seems to be pointing at correct IAS tenant.
  • user enters email address and enterprise password
  • Logon error.
