This KBA discusses this topic in depth: 3567887 - How to process SAP Cloud ALM (Business Service Management) Events?
In short, automatically created events (for Cloud Services) require no action from the Customer. They will be addressed on the SAP side and should close automatically. Manually created events (for on-premise Systems) must be created by a user in SAP Cloud ALM Business Service Management, and updated using that app. The events can be updated with new statuses and comments, and even eventually closed.
Regardless of the event type (automatically or manually created), event actions can be configured to perform some tasks in response to an event being created or updated. For example, e-mails or chat notifications can be sent to a group of users when an event is created. Or an operations automation can be triggered. Even ticket creation can be triggered via event actions (admittedly this is most useful for on-premise systems, where Customers can address the root cause).
