SAP Build Process Automation: Error occurred while accessing Business Rules Service

I would like to use the following features of Build process automation.
https://api.sap.com/package/businesspartnercreationapprovalprocess/overview

I made the settings according to the Setup Guide and imported from the Store.

However, when I click the Submit button, I get an "Error occurred while accessing Business Rules Service" error and the workflow is not triggered.

Our environment:
SAP Build Process Automation (Application-free)
SAP Build Process Automation (Instance-standard)
SAP Build Work Zone, standard edition (free)

what should i check?
I don't know what the problem is and my investigation is at a standstill.

Hi, i know that i might be a bit late on that topic - but just in case: have you found a way to solve your problem? I'm at the same point.
