SAP ASE TLS 1.3 support

KBA 2942212 from September 2020 says SAP ASE did not support TLS 1.3. Did anything change since then? I could not find any updated info about that (not even for CR 822063 which is the new feature request created back then).

There has been no change since then; the CR is still open in engineering.  
The KBA is the primary source of information that would be updated when the CR is closed.
The CR would also start appearing in the "Targeted  CR List for  ASE <patch level>" KBA(s) for the patches  it was implemented in, and in the cover letters for those patches.
