Sales Order PaymentCard - Set 'Limit to' flag & maintain 'Maximum Amount' value

Hi

I have a requirement to set 'Limit to' flag and maintain 'Maximum amount' field value while creating sales order , I have tried to set FPLT / FPLC / FPLA table values and maintained amount field 'FAKWR' value , but no luck.

Can any one worked on this requirement. Any User Exit / Enhancement Please suggest.
