SAC Planning on Future date display issue

Hi All Need your Inputs   SAC Created Planning Report ,

our requirement is in Report  based on GL Account  , Actual and Planning (Budget)  data to be displayed Right now data is available for 2023 .

when user select in input Control filer (Year 2024)  report should display Previous year and current Year Actual and Budget 

To Tried different solution but no luck 

Solution -1  created   Input control filter for version and Time   we enabled all version selected 2023 and 2024 as there is no data available for 2024 and budget its not displaying as user need  Budget data based on previous year 

 

Solution 2 : we created Two input controls for Time and version 

Input control 1 (Time select 2023) Input control 2 (Time select 2024)  its not working 

Input control 2 (Version select Actual ) Input control 2 (Version  select Budget ) its not working 

Can you suggest best  way to get Future data based on year
