S4 Employee BP Integration: Adding Employment Role to existing Business Partner with Vendor Role

Hey there, we are within a brown field conversion and implemented the New Data Model for employees. 

The employee BP is in NR HR0XXXXXX external (PERNR integrated), the employment BP war planend for number range 99 99000000. This is the grouping for the travel vendors. Those were synced to BPs (same number before the conversion)

Now the problem: if we run the sync report it generates a new BP 99... but there is already one with the PERNR in LFB1. In my opinion this link is perfect for matching them? In VMODE1 we did not have a problem. 

What can we do???
