S4 Conversion - ABAP tools to be used ADT( Eclipse ) or BTP ABAP ?

Hello - 

This question could be asked in multiple forum but is there any consolidation view which IDE is best fit for which kind of ABAP development . As business are transforming SAP ERP To S4 ( Green field , Brown field ) - carrying old legacy exits , implicit enhancement.. which ABAP development tool should be used - 

SAP GUI - still continues to ABAPer to go tool ?

ADT - Eclipse is to go tool now in S4 ( Private cloud , self managed S4 system ) 

BAS - ABAP cloud ...

Hi Akash,

SAP GUI is still essential during transition phases, especially for legacy code cleanup.

ADT should be the default choice for all new development in S/4HANA (on-prem and private cloud).

BAS is your IDE for cloud-native ABAP in BTP ABAP runtime or clean-core extensibility.

I ve 2 fold questions - >

- if we need to carry USer exit , BADI , Implicit in S4 ( Private cloud ) - this is only achieved by Gui ) cannot be done by another other tool like ADT / BAS ?
- is there any limitation on usage of this tool on different ABAP workbench categories ? ( or client should adopt all CLOUD centric applications)
