Dear support,
We created S-USER SPHONE_NUMBER for our colleague PERSON_NAME (PERSON_NAME.PERSON_NAME@*******.com). He already had a P-USER PPHONE_NUMBER.
Despite the S-USER seems to be created, he cannot initialize his account, because he is not receiving any email for password initialization, even through "I forgot my password" option.
Can you please check what it's happening?

Dear customer,
If user didn't get new S-user activation email, even through 'Forgot my Password' feature, then as mentioned in KBA 1808560, kindly contact SAP ID Service team by sending email to sso@sap.com, then the SAP ID Service team will work directly with the user.
