If you want them to only be able to view the SQL in a Webi they've created (or, I think, an instance they own), then you'll grant "View SQL (owner right)" under Content >> Web Intelligence. If you want them to be able to see the query in any report, then you'll grant just "View SQL" under Content >> Web Intelligence.
