Could you please let me know why getting as below BO login issue and how to resolve permanently as below issue.

The account throwing that error has been locked out in BW. Unlocking the account should fix the issue, if the account is repeatedly being locked then the best option is to create a copy of the account and replace it. This is because there may be an issue with the account being set somewhere with an incorrect password.
We have seen issues where even with a new account this problem comes back, in that case it could be a bad APS (sometimes a corrupt APS may send a corrupted copy of the password) In these cases we have to isolate where the bad password is coming from and then recreate the service that is causing the issue.
