Question on Solution Manager 7.2 CCLM User CC_ALL_SID

In SOLMAN_SETUP, for Custom Code Management, the template user CC_ALL_SID(End user). One of the items listed is Adjust local objects. Within the Launch Group I am not able to find where that particular item is located.  Has anyone run into this topic?
