Is that possible to send email notification after Purchase Requisition creation?
Is there any documentation that describe specific steps to use standard email template?

please check the information you can find in the Help Portal Workflow Features for Purchase Requisitions | SAP Help Portal.
Within the workflow you can add reviewers which will be notified once a workflow is started.

Thank you for your support. Currently, email transmission from default email sender to PR creator email can be seen in Monitor Email Transmission app. But Email not enter in outlook mail. Could you please guide me to solve this issue.

I have done settings for Email Outbound too. But still not receive email. Even Test Mail is not arrived eventhough sucessfully send.
I test by clicking Send Test Mail button.

have a look at this KBA please 3274509 - Emails do not reach the recipients - SAP S/4HANA Cloud.
Especially check the DKIM section.
Either it is not set up, so you need to create a service request (see details in Setting Up Output Management 1LQ - chapter 4.2.7) or the wrong allowed email sender domain is maintained in SSCUI 101313.
