If I change a record in the PSA is a log created? I know it is there temporarily log created in the PSA for that request, but is it stored somewhere else when the PSA is deleted.
(logging this is an auditing requirement)

As Raman Said, you must fiddle with SLG1 and SLG2 t-codes.
Try with SM21 as well.
Check RSDSTS and RSTSODS tables for any time stamp details.

Play with PSA table as stated above.
Please take basis team help and check at Tx - SLG1. Need to pass proper PSA related inputs to see the logs.

If you changed a psa entry it will be marked as a manual updated entry but I think that's it.

Good question, I don't think any log created for changing PSA entries, since PSA itself is a table which is modified directly, and I'm afraid there isn't any log available for this.
May be you can create a custom report to log changes in the PSA table entries.
