PowerDesigner License Fails to Load

I am using PowerDesigner v15. It is failing to obtain a license from the license server. I am getting FLEXnet Licensing error:-96,491, however, the license server is up (I can remote desktop to it). I don't understand the problem.

Note that the license server is up and was rebooted. The same error persists.

Any assistance would be greatly appreciated.

I solved the problem. The SYBASE.log file indicated that the port being used was 49156 rather than the usual 27000. Once the port was changed, the issue was fixed and a license could be obtained from the server. The license manager tools (lmtools) utility was a key factor for troubleshooting.
