Overall & Annual budget is negative.

Hello Experts,

1st I distribute budget to Overall & annual In 2020 (CJ30) . 

In CJ32 Only Distribute Overall Budget in 1 level WBS.

(I run CJEN ,CJBW,CJBN,Program -RKANBU01)

Issue -

1. when I create service entry sheet , i face the budget exceed issue .

2. After budget exceed issue ,i remove lower level  WBS budget ,i face Negative budget issue.

Please show more detail about the current situation. The Overall values must be greater than the sum of the yearly values. The same goes for the top down distribution.
