we are not able to update the Main contact person for cloud alm from one person to the other person.
please help , also user is not able to create any project on cloud alm, though we have given full authorization to this user.
Request clarification before answering.

Please kindly refer to KBA 3365171 - How to get full Admin access for SAP Cloud ALM?
for details regarding the global administrator changes from one person to another person.
For the authorization of Project creation, kindly assign role "Project Administrator" to the user then try again.
