No topics showing under Outbound Binding Configuration for Event Channel

There are no topics showing under Outbound Binding Configuration for Event Channel in transaction code /IWXBE/OUTBOUND_CFG. Even standard topics are not showing. Please suggest if some global configurations are missing or to be enabled for this.
