No Flavor button in SAP Screen Personas WEBGUI

Hello experts,

we recently installed SAP screen personas in our client system, but I am unable to create flavors in any of the web GUI's.

System image SAP GUI,

when using shortcut CTRL+ALT+P in GUI there is no flavor "+" button

Role for the current user                                      

When I use WEBGUI links and hover on persons button its says "Personas Logo-No flavor active".

In both Personas and WEBGUI I get "Personas logo- no flavor active" and in EWM_MOBGUI where I actually want to use personas I do not get at all. 

I have checked the Health status in /PERSONAS/ADMIN as well and all below services are okay.

ICF Service Name-> PERSONAS3
ICF Service Name-> PERSONAS
ICF Service Name-> WEBGUI

Below are my questions,

1. How do I create Screen flavors, am I missing and patch or config ?
2. Do we have to add separate software for the flavor and script development ? 
3. Will persons will be there in EWM_MOBGUI screen as well ?

Any idea what's missing?

In SAP GUI for Windows, you cannot create flavors - this is why there is no + button. Only flavor consumption is possible.
For webgui and ewm_mobgui, you need the personas3 service to be active, and I can see in your system that it is deactivated. Activate it and try it again.
