It could probably that your S-User id does not have authorisation ticked for "Display Cloud Data" as per SAP Note: 2598170
Please check your S-User authorisation in https://launchpad.support.sap.com/#/user/authorizations
You can try in another browser also by deleting browser cookies & deleting the installed old SAP passports

If still issues found, you can raise a OSS using the below subject/category,
XX-SER-SAPSMP-SWC
Note: Please make sure on the right-top hand side in your browser its showing you are logged in into the SAP Servicemarkeplace with your right S-User id that has the necessary authorisation or you can login in support.sap.com & use your S-User credential to login & then click on the "Software Downloads" button there. Silly idea, but in case you forgot, just to make sure
