new system role pre-prod created, but it is not appearing in soladm

I added system role as pre-prod using Maint_roles tcode.   It is successfully saved , but got message as SCDT_GET_DATA_2 returns error NO_AUTH. 

After this when I try to open SOLADM and check I am not seeing this new system role.  Is there any step I am missing in between to bring the new system role in SOLADM. 

Please help with your pointers.
