MTO item Category in Sales Inquiry

Dear Expertise, 

We have Make to Order process for our business but we have configured material master General Item Category to CB04 and getting error while creating sales inquiry. 

Also checked item category assignment in CBC system found there is no option to create new Item category Determination. 

Kindly have this review and provide the possible solution and step to be followed. 

Error : "No item category could be determined for the combination IN CB04"

Did you check the Item Category Determination? SPRO -> Sales and Distribution -> Sales -> Sales Documents -> Sales Document Item -> Assign Item Categories. Here, check if the item category determination is set up correctly for the combination of sales document type, item category group, usage and higher level item category.
