Hi,
A common scenario in Health monitoring, is to check if a web service (or cloud system) is up and running.
However our team hasn't been able to find a way to configure this basic scenario in ALM if the service/system is non-SAP.
The only thing that we've found is:
Seems rare that simple connection test + alerting is not part of ALM features. Are we missing something?
Request clarification before answering.

I do not see that Health Monitoring supports non-SAP 'systems'. You can find a list of what is supported at Content | SAP Help Portal -> Supported Solutions.
However, the Integration and Exception Monitoring use case gives information on adding non-SAP services and systems: Adding Non-SAP Services and Systems | SAP Help Portal
but in order to communicate with Cloud ALM, you must implement the Raw Data Inbound Logs API that enables non-SAP services and systems to send data to SAP Cloud ALM.
Without communication from the service/system, Health Monitoring cannot report anything.
